When is he allowed to intervene?

The citizenship ombudsman may intervene upon request of citizens, or of any group having a claim or problems with the municipal administration or with a service in which the town council is involved in. He may also intervene upon his own initiative, whenever he thinks that the municipal administration may be violating, either directly or indirectly, any constitutional right of people.
